Bill Horan joined Operation Blessing International (OBI) in 2002 and was appointed as OBI President. He oversees the operations of OBI in the U.S. and around the world, bringing with him more than 25 years of business and international relations expertise.
Horan leads OBI, a non-profit organization that has helped millions of people in 105 countries and all 50 U.S. states, providing goods and services valued at more than $2.7 billion and earning the ranking of one of America’s top ten “Most Efficient Charities” by Forbes Magazine. Under his direction, Operation Blessing, which has also been ranked by the Chronicle of Philanthropy as the 6th largest international charity, has become a multi-million-dollar-a-year humanitarian organization that strategically provides disaster relief, medical aid, hunger relief, clean water, orphan care and community development around the world.
Horan was named to 'The NonProfit Times' list of "Power & Influence Top 50" and, in 2009 he received the “Beloved Friend of El Salvador” Award – the highest honor that can be bestowed on foreigners by the government of El Salvador. Also in 2009, OBI was recognized in a report by President Bush and the White House Office of Faith-Based and Community Initiatives (FBCI) for its domestic and international disaster relief and recovery operations.
Each year, OBI provides aid to millions of people around the world, distributing food, medicine and relief supplies to those in need. Since joining OBI, Horan has been on-location to oversee projects such as: earthquake relief and rebuilding efforts for the village of Yao Jin, China; medical missions with world-renowned Mayo Clinic in Honduras and El Salvador; Hurricane Ike recovery projects in Texas and tornado relief efforts in Tennessee; community development projects with the First Lady of Peru and First Lady of Honduras; Hurricane Katrina emergency relief and rebuilding efforts along the Gulf Coast of the U.S.; tsunami relief projects in Indonesia, India, Sri Lanka and Thailand; launch of national parasite treatment programs in Guatemala and Honduras; clean water wells and micro-enterprise development projects in India; medical missions in countries such as Iraq, Bolivia and the Philippines; relief supply distributions in Romania; child survival programs in the Philippines; Haiti earthquake relief and recovery efforts, including the establishment of a children’s home for disabled and special needs orphans and microenterprise fish farming projects; and Japan quake and tsunami relief efforts, providing more than 10 tons of emergency relief to affected families in addition to eye clinics and other recovery projects. Horan’s focus is on implementing humanitarian programs that make a significant, long-term impact and help to break cycles of suffering.
Previously, Horan was the founder of Michigan Aggregate Machinery, an international company that has been an industry leader in used aggregate machinery. “I built a family-run business based on the principles of integrity, honesty and relationship building,” states Horan. “My appointment at Operation Blessing emerges out of a deep commitment to do God’s work and honor God’s principles – to help those less fortunate. That commitment includes using a ‘Loaves and Fishes Strategy’ to leverage and multiply our resources to bless as many people as possible.”

Horan has traveled extensively throughout Asia, Europe and Africa, having business relationships in all 50 U.S. states and 33 foreign countries. He was raised in both Guilford, Connecticut, and Northville, Michigan, and graduated from Augusta Military Academy in Virginia. Horan is also an avid fisherman and is past-president of the Cayman Islands Angling Club. He and his wife Laura have two grown daughters.
